INTRODUCTION

The successful fulfillment by the internal affairs bodies of their tasks, the improvement of operational and service activities are directly related to the formation of high professional and moral qualities among employees, the strengthening of the moral and psychological climate, discipline and legality in service teams. This, in turn, requires an increase in the level of educational work with personnel, the allocation of priorities in the system of personnel education, the improvement of the organizational and staffing structure of educational apparatuses and the provision of their optimal funding.

At the same time, in modern conditions, the measures of educational influence taken, the forms of their implementation often do not fully meet the requirements, are not adequate to the realities of life, the needs of the operational situation, and the qualitative composition of personnel. The Collegium of the Ministry of Internal Affairs of Russia at a meeting on December 23, 1998, having considered the state of work with personnel in the system of personnel policy of the Ministry of Internal Affairs of Russia, noted that until now personnel work has not become a priority task for leaders of all levels of the system of the Ministry of Internal Affairs of Russia and determined the main directions, ways and methods of its improvement in the Ministry of Internal Affairs of the Russian Federation. In modern conditions, the Main Directorate of Personnel and Personnel Policy of the Ministry of Internal Affairs of Russia directs significant efforts to reform the system of education of personnel, the establishment of socio-psychological work in the internal affairs bodies, the improvement of regulatory legal framework organization of this activity.

Totally agree last years in the system of the Ministry of Internal Affairs of Russia, the following fundamental documents in this area have been adopted: Directive N 1 dated. The last document defines a specific program for the activities of leaders of all levels, personnel and educational apparatuses, identifies priority areas for educational work and the most effective forms of its implementation.

1.1. The concept of educational work

The processes of transformation taking place today in the political, economic, social and spiritual life of Russia have a significant impact on the content of the state personnel policy.

Personnel policy is, on the one hand, an integral part of the general policy of the state, which determines the goals, objectives, principles, nature, directions, forms and methods of working with personnel, requirements for personnel in specific historical conditions, and on the other hand, it is the most important means of implementing external and domestic policy, economic, political and cultural transformations, strengthening the rule of law.

The purpose of the state personnel policy is to implement the general policy of the state by organizing the activities of personnel in all areas of public administration (education, medicine, armed forces, law enforcement agencies). The latter determines the staffing of all areas with highly qualified, professionally trained specialists.

The conceptual apparatus that allows us to consider the problems associated with the state personnel policy has two main components: able-bodied citizens who are in labor relations with state institutions, enterprises with various organizational and legal forms of ownership, who have certain professional training and special knowledge, labor skills in their chosen activity, as well as politics - the art of government, activities related to ensuring public interests in any area of ​​the life of the country.

The state personnel policy is based on certain principles, i.e. the main theoretical ideas that reflect the patterns of development of society and the state and determine the chosen direction of activity of the subjects of public administration.

In the scientific literature, the principles of the state personnel policy are systematized. So, among them, Professor of the Academy of Management of the Ministry of Internal Affairs of Russia L.M. Kolodkin includes:

Scientific and realistic personnel policy;

Consistency and complexity of solving personnel problems;

Generality and multi-level nature of personnel policy;

Perspective of the personnel policy and taking into account the long-term social consequences of its change;

Democracy and taking into account the opinion of the team in solving personnel problems;

Flexibility and innovation in working with personnel, taking into account historical domestic experience and foreign practice;

Social partnership and equal access to public service;

Spirituality and humanism in personnel policy;

Legal and social protection of personnel.

The personnel policy of the Ministry of Internal Affairs of Russia is a sectoral modification of the state personnel policy and is intended to determine ways and methods for improving the system of work with personnel, developing prospects for the development of the personnel potential of the Ministry.

The goal of the personnel policy of the Ministry of Internal Affairs of Russia for the period up to 2005 is the formation of a highly professional, stable, optimally balanced personnel corps of the internal affairs bodies, which is most fully in line with modern and predictable socio-political, economic, criminogenic and other conditions, capable of effectively solving the tasks set for Ministry, society and state.

As noted in the Concept of Personnel Policy of the Ministry of Internal Affairs of Russia, the achievement of the above goal is ensured by solving the following tasks:

Consistent implementation of a unified personnel policy in the Ministry;

Organization of work with personnel based on the use of scientific achievements, advanced domestic and foreign experience;

Improving the management of work with personnel on the basis of modern scientific, analytical and information support;

Development of the regulatory legal framework in the field of work with personnel;

Determination of scientifically based standards for staffing of internal affairs bodies;

Increasing the efficiency of using the personnel potential of the internal affairs bodies;

Ensuring the implementation of social rights and guarantees for employees of internal affairs bodies;

Transition to a new model of law enforcement, characterized by a focus on serving society and citizens;

Improvement of educational work with personnel.

In the internal affairs bodies, personnel policy is carried out in the following areas:

Improving the management of personnel processes in the bodies and departments of internal affairs;

Acquisition of qualified and competent personnel, increasing the efficiency of its use;

Development modern system training, retraining and advanced training of personnel;

Development of the psychological service of the internal affairs bodies;

Reforming the system of activities to strengthen the spiritual and moral foundations of service in the internal affairs bodies.

The latter necessitates the formation of the personality of an employee of the internal affairs bodies in close connection with the tasks assigned by the state to the internal affairs bodies. The main one is the implementation of the constitutional provision on the recognition, observance and protection of the rights and freedoms of citizens.

Unfortunately, the radical transformations that have taken place and are taking place in our country have violated the usual mechanisms of behavior: stereotypes and patterns of behavior, established traditions and norms that previously existed in society have been destroyed. As a result, an ideological vacuum appeared. All taken together, it gave rise to conflict situations at various levels: political, international, labor, family and others, which were saturated with constant mistakes in politics, economics and other areas of public life. At the same time, one should not forget the lessons of history: any transformations in society can be successful only when they are based on the traditions of the people. Thus, the assimilation of state-patriotic values ​​by employees of the internal affairs bodies is a necessary factor for the proper performance of official duties, since the main requirements for civil servants are: professionalism, competence, responsibility for decisions, loyalty to the Constitution and the Fatherland.

In modern conditions, when the state turns to the values ​​of Russian spirituality, a sense of national pride, patriotism, more than ever there is a need to conduct active educational "work among employees of the internal affairs bodies. It is she who will help solve one of the most important issues facing law enforcement agencies today: to form a positive image of an employee of the internal affairs bodies, who correctly understands the essence of the transformations of civil society, its values ​​and is ready to stand firmly in defense of state interests.

Educational work in the internal affairs bodies is a purposeful activity of leaders of all ranks, employees of personnel and educational apparatuses, public institutions to form high civil, moral, psychological and professional qualities among personnel, mobilize them for "successful performance of operational tasks, strengthening the rule of law and office discipline.

The relevance and significance of educational work with personnel, the need for its radical improvement today are caused by:

1. A decrease in the level of the moral and psychological state of the personnel, which manifests itself in the growth of violations of discipline and the rule of law. The number of employees held accountable for violating the law has increased by almost one and a half times over the past five years, and for violating discipline has almost doubled. Of particular concern are the facts of committing serious crimes by employees, including group, mercenary ones. There are not isolated cases of betrayal of the interests of the service, abuse of official position. The level of drunkenness among the personnel remains high.

2. Loss of professionalism and a decrease in the level of the general culture of employees. The number of complaints and statements about their rudeness, rudeness, and inattentive attitude towards citizens does not decrease. Cases of insult and humiliation of people who turned to the police for help are not uncommon. A number of employees do not know how to behave in public places, in dealing with citizens.

3. The fall in society of the rating and prestige of service in the internal affairs bodies, the public's confidence in their work. According to the All-Russian Research Institute of the Ministry of Internal Affairs of Russia, on average 39% of the population in the country are not satisfied with the work of the internal affairs bodies and believe that they are not able to ensure law and order and the personal safety of citizens.

4. Increased physical, moral and psychological stress, increased pressure on employees from illegal elements. All this is exacerbated by the political and economic instability in the country, the aggravation of the criminal situation, which in turn led to the loss of confidence among some employees in the necessity and usefulness of their work, apathy, and indifference to the results of performance. As a result, the outflow of qualified personnel and the erosion of the professional core in the leading services do not stop. The reduction in the selection base, the deterioration in the quality of newly recruited persons have a negative impact.

5. Suspension on the ground by decisions of the local administration and legislative assemblies of social guarantees, benefits and compensations established by law for personnel. Delays in the payment of salaries, especially to employees supported by the local budget, have become systematic.

The administration of different levels practically does not provide free housing to employees of the internal affairs bodies. The number of people on the waiting list for housing is increasing, and the possibility of obtaining loans for its construction or acquisitions, provided for by the current legal acts, has been reduced to nothing. A constant fact is the untimely payment of insurance amounts and amounts to compensate for damage caused to employees due to the failure to receive funds from the Ministry of Internal Affairs of Russia for these purposes. With an increase in the number of criminal attacks against employees of the internal affairs bodies, the decisions taken by the courts against the persons who committed them are inadequate to illegal actions. The evidentiary value of testimonies of employees of the internal affairs bodies in courts has been reduced, especially on the facts of actions in conditions of professional risk, while the number of claims against employees for moral damages has increased.

6. Decrease in the efficiency of information and psychological and pedagogical support for the operational and service activities of employees. Educational apparatuses do not fully provide work with personnel, since in recent years, with the numerical growth of personnel in the internal affairs bodies by more than 40%, the educational apparatus has decreased by two-thirds compared to its previous composition, its structure has been disrupted, organizational and organizational structures have been weakened. methodical management of the activities of city railinorgans, services and departments of internal affairs in matters of education, social and legal protection and moral and psychological training of employees and the level of professionalism of a significant part of the leadership, especially the newly appointed, employees of educational and personnel apparatuses in the field of work with personnel fully complies with the requirements of the Ministry of Internal Affairs of the Russian Federation. The moral and psychological unpreparedness of some employees for action in extreme conditions, confusion, emotional breakdowns, inability to overcome difficulties in daily official activities negatively affect the quality of the performance of operational tasks, lead to death, injury and injury to employees and determine the urgent need for a radical improvement of the organization and work with the personnel of the internal affairs bodies. The specific program of educational activities of heads of all levels of employees of educational and personnel apparatuses for the near future is determined by the Concept of the personnel policy of the Ministry of Internal Affairs of Russia and the Directive of the Ministry of Internal Affairs of Russia N 1 of June 19, 1996.

1.2. The role of educational work in the system of work with personnel

The leading place in the organization of educational work in the system of internal affairs bodies of the Russian Federation and the coordination of the actions of subjects of education belongs to the Main Directorate of Personnel and Personnel Policy of the Ministry of Internal Affairs of Russia, within which the Department of Educational Work directly solves this problem. Similar functions on the scale of the Ministry of Internal Affairs. Formation of moral attitudes of employees of internal affairs bodies, focused on strict observance of the Constitution, laws of the Russian Federation, loyalty to the Oath;

Ensuring the moral and psychological stability of the personnel, improving its general and professional culture;

Organizing activities for the implementation of legally established social and legal guarantees for the personnel of internal affairs bodies, families of deceased employees and veterans of the system of the Ministry of Internal Affairs of Russia.

Based on these targets, the Department of Educational Work solves the following tasks:

1. Analyzes the moral and psychological state of the personnel, observance of discipline and legality in the bodies and divisions of internal affairs. Together with the services of the Ministry, he takes part in the development and implementation of the Concept of educational work in the internal affairs bodies and other program documents in the field of work with personnel. Regularly prepares and sends to the field reviews on the state of law and discipline among the personnel of the internal affairs bodies, etc.

2. Carries out on this issue information and analytical services for the leadership of the bodies and departments of internal affairs, the preparation of documents and materials for the bodies of state power and administration of the Russian Federation, interested authorities, funds mass media, public organizations.

3. Organizes work on state and legal informing the personnel of the internal affairs bodies, methodological support for public and state training of employees, lecture propaganda, design of visual propaganda in the subdivisions of the system of the Ministry of Internal Affairs of Russia. Develops forms and methods of countering the penetration of elements of extremism, nationalism and religious fanaticism into service teams, attempts to split service teams on interethnic and inter-confessional grounds. Interacts with film studios, creative unions, the media, sociological centers and analytical services, public associations on strengthening the authority and enhancing the prestige of the profession of an employee of the internal affairs bodies. Carries out the publication of materials submitted to the problem.

6. Provides regular development and publication of educational and methodological materials, recommendations in various areas of educational work, organizes retraining and advanced training of certain categories of employees of educational apparatuses. Provides methodological assistance to the heads of internal affairs bodies in this matter.

7. Participates in the development and examination of the regulatory framework for ensuring the social and legal protection of personnel, interacts with state bodies and interested authorities, public organizations when considering issues related to the protection of the legitimate rights and interests of employees, teams of internal affairs bodies, participates in development of targeted programs social development bodies of internal affairs, contributes to the creation of the material and technical base of the system of the Ministry of Internal Affairs of Russia for solving social problems of personnel.

8. Organizes the provision of legal and social guarantees to the families of the dead and injured employees, the disabled and veterans of the internal affairs bodies. Organizes psychological support for the activities of the personnel of the internal affairs bodies, analyzes the causes and conditions for committing cases of suicide, inappropriate behavior of employees in extreme conditions and emergency situations. As part of this task, the Department develops proposals for the formation of a healthy moral and psychological climate in the service teams of bodies and divisions, methodological recommendations for the psychological preparation of personnel for actions in normal and extreme conditions; organizes the provision of psychological assistance and support to employees after their stay in non-standard situations, as well as to members of their families; provides methodological assistance in organizing the psychological support of special operations; prepares methods for the prevention of professional deformation, emotional and psychological breakdowns, the development of psychological stability skills in solving operational tasks; organizes training, retraining and advanced training of practical psychologists in the system of the Ministry of Internal Affairs of Russia.

11. Summarizes and disseminates positive experience of working with the personnel of bodies and subdivisions in the field, holds all-republican and regional meetings, working meetings, scientific conferences and seminars to improve this work.

12. Carries out inspections of the state of work with personnel in the bodies and divisions of internal affairs, educational institutions of the system of the Ministry of Internal Affairs of Russia during inspections, control and targeted inspections.

Increasing attention to the activities of deputy chiefs (commanders) for personnel who are directly responsible for organizing educational work: ensuring their training and retraining, advanced training; preventing cases of imposing duties on them that are not directly related to the assigned area of ​​activity;

Activation of the work of positively proven bodies of public amateur performance - courts of honor, officers' meetings, councils of veterans, women's councils, etc. and use of their capabilities in the professional and moral education of personnel, strengthening the moral and psychological climate in service teams.

In the link of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Internal Affairs Directorate in transport and sensitive facilities, the educational function is assigned to departments, departments for working with personnel (educational work), which are part of the departments (departments) of personnel of the relevant apparatuses of internal affairs bodies.

The staffing and organizational and staffing structure of these departments (departments) are determined taking into account standard models and within the limits and standards of the number established by the Ministry of Internal Affairs of Russia. In most of them, subdivisions (departments, groups) similar to those that exist in the Department of Educational Work of the GUKiKP of the Ministry of Internal Affairs of Russia have been created.

The activities of departments (departments) for work with personnel (educational work) are voluminous and multifaceted and similar to what was discussed above. Therefore, we will focus only on the most important forms of their activity.

2. Planning of educational work in the internal affairs bodies

An important place in the activities of educational apparatuses is occupied by the preparation of methodological recommendations for organizers and participants in the educational process, which, according to their scientific level, can be divided into two groups.

The first group includes recommendations prepared by departments (departments) of educational work together with researchers, faculty of scientific and educational institutions. They are the result of the scientific development of a specific practical problem of organizing work with personnel and, in terms of their content, are, as a rule, significant and scientific documents, the introduction of which into the practice of internal affairs bodies leads to positive results.

The second group is the independent generalization by the educational apparatuses of the Ministry of Internal Affairs, the Department of Internal Affairs of the accumulated experience in the field and, on this basis, the issuance of practical recommendations to the subjects of the educational process. The topics of such recommendations are very multifaceted:

The rights of managers in material incentives and material restrictions on employees of internal affairs bodies;

Organization of work with personnel in order to counteract various forms of manifestation of extremism;

Forms and methods of individual educational work with various categories of personnel;

Organization of mentoring in the internal affairs bodies;

The educational apparatuses of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate, the Department of Internal Affairs practice compiling reviews and analytical reports in various areas of work with personnel. They set out a fairly wide range of issues and problems of this activity, for example; on the state of transport discipline among the personnel; on the legal protection of personnel; about the results of studying public opinion about the activities of the police, the moral and psychological climate in service teams; on the organization of work with young employees; on the actions of employees in extreme conditions, etc.

It is necessary to note this type of information and analytical document, which highlights the positive experience of educational work among personnel. On the ground, the subject of study, generalization and implementation of best practices are the most relevant problems of educating personnel, in particular: only in 1999 in the Internal Affairs Directorate of the Lipetsk Region was generalized and disseminated the positive experience of the deputy commander of the OMON for personnel, police lieutenant colonel V.S. Rulev, in the Internal Affairs Directorate of the Voronezh Region - the experience of the psychologist Ostrogozhsky GROVD A.I. Pomogalova, in the Department of Internal Affairs of the Chita Region - the experience of the council of mentors of the Ingodinsky District Department of Internal Affairs, in the Department of Internal Affairs of the Murmansk Region - the work of women's councils.

An important activity of educational apparatuses is their participation in comprehensive inspections of bodies and departments of internal affairs, conducting control and targeted inspections of the state of work with personnel, and compliance with the requirements of departmental acts. In the course of inspections, employees of educational apparatuses provide practical and methodological assistance to the inspected leaders, conduct instructional seminars and demonstration classes, participate in the development of plans to eliminate shortcomings and implement proposals for improving educational work. In addition, the positive experience of educating personnel, strengthening discipline and moral and psychological climate in teams is revealed and generalized.

A comprehensive inspection of city district authorities and departments, conducted in 1999 at the Internal Affairs Directorate of the Voronezh Region, made it possible to study the leadership style, professional level, organizational abilities of the heads of bodies and departments, to assess the role of deputy heads of personnel bodies in the service and operational activities of internal affairs bodies in the new conditions. Based on the results of the inspection, specific recommendations were made.

Another topical activity of educational apparatuses is their participation in the training of consolidated detachments sent to "hot spots" in Russia. As a rule, it includes:

Selection of persons sent to the zone of extreme conditions, according to special methods, including psychological testing with the subsequent issuance of recommendations (psychological passports) to the commanders of the detachments for conducting targeted individual educational work;

It must be borne in mind that the moral and psychological state of the seconded depends to a large extent on their emotional state. Therefore, the police department of the Altai Territory, the Bryansk and Yaroslavl regions are doing the right thing, where solemn rituals are held in connection with the farewell and meetings of employees participating in hostilities in zones of armed conflicts.

The effectiveness of the educational process in the bodies and departments of internal affairs directly depends on a number of circumstances. On the one hand, a significant reserve for improving the activities of educational apparatuses is to bring their organizational structure and staffing in line with the tasks assigned to them and the volume of activities. On the ground, the above problem is solved by introducing experience into practice private security and the state fire service, which have created educational and personnel apparatuses (departments, groups) in the largest units, the introduction in large city and regional internal affairs agencies of the positions of deputy heads of criminal police units, public security police for personnel.

On the other hand, in a number of the Ministry of Internal Affairs, the Department of Internal Affairs received approbation of new Forms of work, activating the activity of educational apparatuses, raising the level and condition of work with personnel. So, in the Internal Affairs Directorate of the Krasnoyarsk Territory, a monthly summing up of the results of educational work among city district authorities has been established, in the Ministry of Internal Affairs of the Kabardino-Balkarian Republic, an annual review (on the basis of a special provision) is held on the best organization of work with personnel among city district authorities, combat units, fire departments.

In the Department of Internal Affairs of the Ulyanovsk region, in the teams of the internal affairs bodies, such a form of educational work as "personnel days" is used. At the same time, time-tested forms and methods still remain in the arsenal of organizational activities to intensify educational work, including such as hearing reports from employees of educational apparatus at operational meetings, their regular and extraordinary certification.

In the organization of educational work, sociological research has become widespread to study the personal opinions of the employees of the GROVD, combat units, which make it possible to identify factors that negatively affect the state of service training and discipline, the formation of a healthy moral and psychological climate in teams. The results of the research are further used in the preparation of materials for meetings of boards, operational meetings.

During 1998-1999 in the Trans-Baikal Department of Internal Affairs, a comprehensive study of personnel was carried out. The result of this work was considered at a board meeting, where it was adopted perspective plan improving the moral and psychological climate in the bodies and divisions.

These are the main activities of the educational apparatuses of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate, the Internal Affairs Directorate and, to the greatest extent, the most common forms of their work.

2.3. Participation of the head of the internal affairs department in the planning of educational

work and its implementation

In the most general form, the requirements for the personality of the leader-educator are as follows;

a) the presence of certain theoretical knowledge in the field of pedagogy, psychology of the individual and the team, social psychology, knowledge about effective forms ah and methods of collective and individual work with employees;

b) the ability to practically organize the educational process in the service team;

c) high moral culture for establishing personal informal relations with subordinates and members of their families, resolving interpersonal contradictions and conflicts;

d) the ability to draw the right educational conclusions from the emerging relationships in the team of the body, unit.

Responsibility for the state of work with personnel, observance of discipline and legality by the personnel of the city railinorgan of internal affairs is assigned to the head. His direct official duty is the organization and conduct of work with personnel, participation in the education of subordinates.

The leading role of the organizer of all work with personnel belongs to the first head of the internal affairs body. The algorithm of activity of the head of the internal affairs body in organizing a purposeful educational process includes:

Analysis of the moral and psychological climate in the team, the state of discipline and legality among employees and the adoption of comprehensive measures to strengthen them, including the systematic planning of this work;

Ensuring the participation of all heads of services and departments in the education of subordinates by determining priority tasks at a specific time stage; putting them before subordinate leaders; organizing their training in the methodology of educational work, the basics of pedagogy and psychology; monitoring the state and efficiency of work with personnel; regular hearing of reports of lower chiefs and commanders at operational meetings;

Organization of individual educational work with personnel with the help of purposeful leadership and control over its implementation by subordinate leaders, as well as personal participation in it, primarily with their deputies, heads of services and divisions;

The use of mentoring in the professional and moral formation of the personality of a young employee. The head of the internal affairs body, together with his deputy for personnel, must assign an order to each young employee of a mentor, organize their training, monitor their work, hear reports from mentors, encourage the best of them for efficient operation to prepare a new replenishment;

Taking measures to create a system of observance of discipline and legality by employees. This is one of the most important tasks of the head of any level of management, for which, in accordance with the requirements of departmental regulations, their personal responsibility is provided;

Exercising prudent and prudent disciplinary practices. The right to encourage and punish subordinates is an effective educational tool in the hands of the boss. Encouragement contributes to the development of activity, initiative of employees, stimulates their self-confidence, and punishment increases the responsibility of subordinates for the results of performance, observance of order and discipline. The types of incentives and disciplinary sanctions, the procedure for their application, the rights and responsibilities of superiors for the application of incentives and the imposition of penalties are regulated by the Regulations on Service in the Internal Affairs Bodies of the Russian Federation and the Instructions for its Application. The head of the internal affairs body is not only obliged to be guided by these requirements, but also to ensure their strict observance by the subordinate heads of services and divisions. Participation in solemn rituals, competitions of professional skills, in various mass cultural and sports and recreational events is also of paramount educational importance. The formation of high professional and moral qualities among the personnel is positively influenced by professional training, for the organization of which in the internal affairs bodies the head is responsible. The order of the internal affairs body determines the procedure for organizing and conducting classes for current service, physical and combat training, approves the schedule of classes, forms and methods for instructing group leaders, monitoring the conduct of classes, and the performance of employees. The first leader, as a rule, taking personal part in conducting classes with employees enrolled in the personnel reserve for promotion, with young employees. With all this, special attention is paid to increasing the effectiveness of the educational impact of all types of classes;

Implementation of interaction with public organizations and bodies of public amateur performance - courts of honor, councils of mentors, veterans, trade union organizations, various associations (participants in the liquidation of the accident at the Chernobyl nuclear power plant, soldiers-internationalists, etc.). The latter, with a well-established system of interaction, make a significant contribution to the education of personnel.

It must be borne in mind that in accordance with the current regulations of the Ministry of Internal Affairs of Russia, the head of the body directs the activities of the courts of honor, councils of mentors. He approves their work plans, directs the efforts of these formations to strengthen the discipline of educating employees, improving their professional skills. Timely informs the public about the tasks facing the team and the moral and psychological climate in it. Provides assistance in carrying out activities (ensuring the attendance of personnel, providing premises, transport, etc.), takes into account their opinion in working with personnel.

The most important activity of the head of the internal affairs body, which directly affects the effectiveness of educational work, is caring for personnel. This direction includes, first of all, ensuring the social and legal protection of personnel. Particular attention is paid to employees who became disabled, injured in the performance of official tasks, as well as to the families of the deceased employees. At the same time, it should be taken into account that, in accordance with the order of the Ministry of Internal Affairs of Russia N 426 -1996, the demand from those leaders who do not pay due attention to this issue has been increased.

In his daily practical activities, the head of the body takes all measures to create necessary conditions for the work and life of employees: the construction and repair of office premises, the opening of rest rooms for duty attire, the operation of sports halls and shooting galleries or their rental, the organization of the provision of personnel with all types of allowances, in accordance with the law, promotes the provision of housing to employees, the sale of the full scope of social benefits, guarantees and compensations.

This area of ​​activity also covers the creation of the necessary conditions for staff development, study by employees in evening and correspondence educational institutions.

Decisions made by the head of the personnel authority are no less educational: moving employees through the service, promoting them to higher positions, including them in the reserve for promotion, submitting them for the assignment of the next special ranks, justifying their delay, conducting certification of personnel.

The activities of the leader in creating a healthy moral and psychological climate in the team include seven main areas:

1. Formation of correct service relations, which ensure the completeness of the manifestation of the three statuses of each employee;

Civil - observance of his individual rights, public dignity, guaranteed by the Constitution and laws of the Russian Federation;

Official - a clear regulation of the rights and obligations of an employee, his use in accordance with qualifications, a fair assessment of business and personal qualities, for in practice, the less perfect the system of assessments, the less the workers develop the energy of the day of work and the more they spend it on "approaching" the boss;

Personal - ensuring recognition in the team, satisfaction with their informal relationships in the team.

2. The formation of public opinion, which, like a regulator of people's behavior, is used by the leader as a means of eliminating backward group and individual views and moods that are harmful to the common cause.

3. Creation of a positive emotional and psychological mood in the team.

The personal moods of employees, as a rule, depend on: determining the immediate and distant prospects for each of them in official activities, meeting vital interests and needs, clearly organizing the service, creating an atmosphere of benevolence and mutual support; lack of rudeness, tactlessness, rudeness in interpersonal relationships.

In this regard, it must always be remembered that, according to sociological studies, for every minute of conflict, due to the rudeness and tactless behavior of the leader, there are 20 minutes of subsequent experiences for each subordinate, during which, naturally, no work goes well.

In order to master the art of communication with people, the leader must respect the personal dignity of his subordinates, know the peculiarities of their character and temperament, be restrained, patient, attentive and tactful, have versatile interests and high professionalism. Subordinates appreciate the simplicity of communication of the leader, but do not forgive the primitive and simplified approach to themselves.

7. Reliance in educational work on public associations of employees.

In creating a healthy moral and psychological climate in the team, the organization of legal assistance to employees held accountable for actions in the line of duty or injured during service is essential.

All work with personnel in the internal affairs body is carried out by the head, relying on the help of his deputy for personnel, who, by virtue of his official status, is called upon to professionally organize and conduct educational work with employees. An approximate list of the main functional duties of the deputy head for personnel in the field of educational work is determined by order of the Ministry of Internal Affairs of Russia N 420 -1993. Establishment and strengthening of relations with public associations, labor collectives, mass media;

Consideration of letters, complaints and statements about the activities and behavior of employees, receiving subordinates, as well as citizens on issues related to work with personnel, and taking measures to eliminate identified shortcomings.

The deputy chief for personnel plans his work to form high professional and moral qualities among employees, mobilize them to improve the effectiveness of operational activities, strengthen the moral and psychological climate, discipline and legality among personnel in a special section of the work plan of the body as a whole. Along with measures to improve the quality of personnel, improve the selection of candidates for service, retain personnel, improve their professional skills, form a reserve for promotion and organize work with them, it includes specific measures to implement the guidelines of the Ministry of Internal Affairs of Russia on working with personnel; organizing and conducting individual educational work, mentoring; strengthening discipline and legality among the personnel; state-legal informing and conducting classes in the system of public-state training; organization of professional-moral and heroic-patriotic education; provision of cultural leisure and development of physical culture and health-improving work among the personnel; interaction with public associations; ensuring social and legal protection of employees and members of their families.

In the work on the implementation of planned activities, the deputy head of personnel relies primarily on the commanding staff, who has employees, mentors, heads of public amateur performance bodies and public organizations under his subordination, which can rightfully be called the pedagogical team of the city railinorgan. The deputy provides them with assistance, achieves unity, consistency and continuity in educational work. He teaches them (especially the junior commanding staff) the practice of organizing various events, the use of certain forms and methods of individual cultural, educational and mass sports work, instills in educators responsibility for the task assigned, directs their self-education and self-development.

The main attention in his work is paid by the deputy head of the internal affairs body for personnel to the heads of services and divisions. It is on their daily activities to educate their subordinates that the effectiveness of solving operational and service tasks, the state of the moral and psychological climate, the level of discipline and legality among the personnel largely depend.

a) determination of the goals and objectives of educational work for each head of the service, unit, development and communication to them of clear criteria for assessing the level of educational work in the unit;

b) analysis of the level of upbringing of various categories of personnel, employees of individual services and divisions, identification of the causes of occurrence and ways to overcome miscalculations in educational work;

c) planning of educational work with the management team;

d) instructing the heads of services and divisions on the organization and conduct of educational work with subordinates, providing them with the necessary methodological and practical assistance, creating the necessary conditions to ensure their successful educational activities;

e) organization and implementation of training of the management team in the methodology of educational work, the basics of pedagogy and psychology, and the improvement of their pedagogical skills;

f) organizing the exchange of work experience of superiors and commanders in training and educating subordinates, studying and disseminating the positive experience of this activity;

g) bringing information to the leaders about the state of affairs in the team, about the requirements of the governing documents of the Ministry of Internal Affairs of Russia on educational work, conducting interviews with this category officials according to their knowledge and performance;

i) carrying out systematic control over the educational work of the heads of services and divisions (especially individual), organizing the hearing of reports from heads who have subordinates at operational meetings under the head of the internal affairs body, keeping records of the results of this activity;

j) making proposals to the head of the body on the validity of the disciplinary practice of the management staff.

The means and forms of educational work that can be used by the leading staff of services and subdivisions are very diverse. Among them are:

Conducting individual educational work with subordinates in various forms. At the same time, special attention is paid to persons prone to committing misconduct, having omissions in official activities, young employees;

Careful selection of mentors, their instruction, assistance in the education and training of young employees, control over this work;

Systematic control over the activities of subordinates and the optimal use of disciplinary measures against them;

Conducting classes in the system of public-state training;

Presentation with lectures, conversations, reports on various problems of official activity, strengthening of discipline and legality, observance of professional and moral standards of the Code of Honor;

Assistance to subordinates in solving various issues of official and social activities, providing the necessary working and living conditions.

The priority direction of improving operational and service activities, strengthening discipline and legality in the internal affairs bodies is training leaders at all levels in the forms and methods of educating employees, organizing work with personnel.

On the ground, in the internal affairs bodies, a number of areas and forms of training for the leadership staff were tested, meeting the realities of the modern period, the requirements of the governing documents of the Ministry of Internal Affairs of Russia. Among them, first of all, one can name the organization of the work of permanent seminars for the management staff on the problems of educating subordinates, organizing their social and legal protection, and strengthening the moral and psychological climate in teams. Such seminars (schools) are named differently and cover various categories of management (including deputy heads of internal affairs bodies for personnel). Their main purpose is to educate students in the most effective ways, ways and methods of educating employees, to acquaint them with scientific recommendations and positive experience in this area.

Only during the year in the Internal Affairs Directorate of the Voronezh Region, leaders of 5-7 services are trained in such seminars, in the Internal Affairs Directorate of the Vladimir Region - up to 20 one-time seminars with various categories of leaders (from the heads of bodies to junior commanders of combat units), during which questions are analyzed in detail individually -educational work, moral and psychological preparation, social and legal protection of employees. In the Internal Affairs Directorate of the Chukotka Autonomous Okrug, due to regional specifics, semi-annual training and methodological meetings of the leadership of the city and district internal affairs bodies are organized. At the end of the training camp, students submit tests and standards for combat, service and physical training, the results of which directly affect the establishment of official salaries for these persons. In the Ministry of Internal Affairs of the Republic of Komi, leaders are trained directly in the body, institution, department of internal affairs. For this purpose, working groups are formed from the staff of the Ministry of Internal Affairs to travel and conduct instructive and methodological classes with leaders on the ground, including on mastering effective techniques education of personnel. The efforts of the leadership of the Department of Internal Affairs of the Ulyanovsk region are directed to the introduction of the "education of educators" system. At the same time, the main attention is paid to the training of the middle level - heads of departments, guards, posts, commanders of combat units, as well as an asset of public associations of employees of internal affairs bodies.

An important form of work aimed at training managers in the methods of educating subordinates is the internship of newly appointed heads of bodies (institutions) and their deputies for personnel in departments (departments) for working with personnel (educational work) of the personnel apparatuses of the Ministry of Internal Affairs, Internal Affairs Directorate, Internal Affairs Directorate.

In some of the Ministry of Internal Affairs, the Department of Internal Affairs, a procedure has been introduced for taking exams on a personal computer for newly appointed heads of the internal affairs body on their knowledge of regulatory legal acts in working with personnel, forms and methods of educating employees, in others, such offsets are accepted not only from persons, who have completed an internship, but also periodically from the entire management team.

An effective direction of work with managers is to increase their role and responsibility for the level of education of subordinates in the team. Organizational activities to address this issue are implemented through:

a) introduction of provisions on personal participation and responsibility for the state of educational work among subordinates into the functional duties of managers at all levels.

Practically in all the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate, the Department of Internal Affairs, such additions and clarifications have been made to job descriptions and functional responsibilities of management at all levels. Thus, the Krasnoyarsk Territory Internal Affairs Directorate somewhat changed the criteria for evaluating the activities of the head of a body (institution). The head was not blamed for a large number of disciplinary sanctions in the subordinate team in the event that violations were detected by the management of the body, adequate measures were taken against them and, at the same time, no emergencies were allowed among the personnel due to the fault of employees, and the number of gross disciplinary violations, including cases of drunkenness;

Education has always been and is of a concrete historical nature, it is closely connected with the socio-economic, political, spiritual, moral and cultural state of society. The effectiveness of education in the conditions of the revival of democratic Russia, the solution of large-scale national tasks of society renewal is determined not only by how it ensures the assimilation of original cultural values ​​and social experience by a person, but also by the readiness and preparedness of citizens for conscious activity. Ultimately, the most important result of education is the readiness of a person for self-education and self-development. An active, comprehensively developed personality is the main resource for the further development of society, the state and its apparatus - the internal affairs bodies.

Creation of effective pedagogical system education of employees of the internal affairs bodies has become decisive and has become a priority direction of the state personnel policy. This is explained, first of all, by the tasks facing the internal affairs bodies in the conditions of the critical period that Russia is experiencing today. In Art. 1 of the Constitution of the Russian Federation, our state is defined as a legal state, and in order for it to actually become such, the upbringing of the personnel must be impeccable, without which it is impossible to count on well-being in other areas of its functioning.

Under educational work in the internal affairs bodies is understood the purposeful activity of managers, personnel and educational apparatuses, public institutions to form high professional, civil and moral-psychological qualities among employees, increase the level of general culture, mobilize them for the effective performance of operational and service tasks.

In the general pedagogical understanding, education is a systemic purposeful activity of the state and society, their institutions and institutions, administrative, industrial, public organizations and individuals to assist citizens in their social (political, legal, moral, cultural, etc.) personal growth in interests of themselves and society (Stolyarenko A.M.).

Education (educational influence) on police officers is carried out in specially created organizations (OU of the Ministry of Internal Affairs of the Russian Federation) and in organizations involved in it along with the performance of their official functions (IA). Thus, we can say that education is a permanent process that continues throughout the entire period of the employee's service.

In modern science, the concept of "education" has several meanings. It is considered as: 1) as a function human society transfer to new generations previously accumulated values: knowledge, morality, work experience, 2) this term refers to the social formation of personality. In this case, we mean the entire personality-forming space (school, family pedagogy, environmental influence, the impact of a friendly environment, social institutions, the media, etc.); 3) management of the process of development of the student's personality. From here, a number of derivatives are formed: “educational process”, “educational work”, “methods of education”, “means and forms of education”.


In the activities of police officers, education is understood as a purposeful process of formation and improvement of the most important social and professionally important qualities of a person as a citizen of society and a bearer of universal values: spiritual, ideological, patriotic, humane, behavioral, moral, legal, cultural, labor, etc. Working with law enforcement officers is also a process of forming and improving their social qualities, professional development, and sometimes the formation of new professionally important qualities.

The features of the process of education of police officers include:

Specific orientation of education;

Implementation in the course of education of moral and psychological preparation for actions in the conditions of service;

The object of education are adults who have already established views and habits;

The education of police officers is carried out by immediate superiors, endowed with great rights and powers;

Education takes place constantly in a team that has a special organization, statutory relationships, and a peculiar way of life.

Upbringing - multifactorial process. It is necessary to take into account and use objective and subjective factors influencing the formation and development of the employee's personality (see Fig. 2).

Compliance of subjective factors with the objective conditions in which the personality of an employee is formed helps to successfully solve the problems of education. Multifactoriality, as a feature of the educational process, lies in the fact that, firstly, self-education is a powerful factor influencing the personality, and secondly, other factors influence the upbringing of an employee, the consideration of which is important in organizing and conducting educational work.

There are the following groups of factors influencing the process of education:

1. factors of the macro environment (society) - through socio-economic relations; through ideology, morality, law; through the media.

2. Microenvironment (family, work team, friends…) through relationships; through public opinion; through group moods; through traditions, customs

3. Activity (through content; through conditions; through organization)

4. Education (self-education)

5. Biological factor (heredity factor) inclinations, inclinations

It is necessary to create a relatively manageable "educational environment", which is set of microfactors- the immediate environment, living conditions and service of employees. It is possible to exert a conscious influence on these factors in order to change them and ensure a positive impact on the socialization of employees. Only taking into account the impact of these factors, the system of social education of employees in the city district department of internal affairs becomes an integral system.

Microenvironmental factors can be represented as certain characteristics of the conditions of service, including:

1) the level of organization of service in the city district department of internal affairs;

2) socio-economic status of employees, the level of their monetary allowance;

3) the level of material and technical support for operational activities;

4) the level of information, computer and legal support for the activities of the city district department of internal affairs;

5) a system of incentives and rewards for employees;

6) the state of the moral and psychological climate in the service team;

7) the level of organization of cultural, leisure and sports areas;

8) the nature of relations with local governments;

9) the level of legal and social protection of employees.

With a favorable state or a positive change in these microfactors (characteristics of the “educational environment”), more favorable conditions are created for the development and self-realization of the personality of an employee of the city district authority, the formation of professionally significant and moral qualities is accelerated, and, ultimately, the efficiency of performance increases.

The education of employees of internal affairs bodies is carried out on the basis of the provisions of the Constitution, laws of the Russian Federation, decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation, charters, orders, directives and other regulatory legal acts of the Ministry of Internal Affairs of Russia.

- the formation of a complex of civil, moral, spiritual and other professional- significant qualities personality, conditioned by the needs and characteristics of operational activities;

- achieving a high degree of motivational readiness of personnel for the unconditional and high-quality performance of operational and service tasks, reliability and controllability in any situation; formation and maintenance of a healthy, stable moral and psychological state of the personnel;

- training of employees who are able to successfully solve the problems of law enforcement activities with strict observance of official discipline and the rule of law, professional ethics, ensuring guarantees for the protection of human and civil rights.

The goals of educational work are achieved and implemented by solving the following tasks:

–formation of the state-legal outlook of employees of internal affairs bodies on the basis of statehood, patriotism, loyalty to the Oath, the implementation of the norms of the Code of Honor for ordinary and commanding staff of internal affairs bodies;

-mobilization of the personnel of the internal affairs bodies for the successful solution of operational and service tasks, strengthening the rule of law and service discipline;

– ensuring a differentiated approach in organizing and conducting educational work with various categories of personnel, primarily professional development and the formation and formation of the personality of young employees of the internal affairs bodies;

– fostering respect for the history, culture, language, traditions of the peoples of the Russian Federation;

–development of a system of moral beliefs, value orientations, needs and motives of professional activity among employees;

- education of the employees of the internal affairs bodies of the professional qualities necessary for the conscious performance of their official duty, including in extreme conditions;

– formation of a healthy moral and psychological climate in the teams of internal affairs bodies;

The structure of educational work includes:

1) the subjects of education, which include leaders, the apparatus for working with personnel, mentors, public formations of the internal affairs body;

5) forms of educational work;

6) methods of educational work;

7) the object of educational influence - the personality of an employee of the internal affairs body, separate categories employees, the service team as a whole;

8) the results of educational impact - the formation of the necessary professional and moral qualities of the individual and value orientations, as well as the results of the operational and service activities of the team.

Subject leaders of all categories, as well as teams of departments and services, various public formations act in the police department. The subjects of educational work in the city district department of internal affairs carry out a targeted educational impact on the personality of an employee in the following areas:

- the formation of a state-legal worldview;

– professional and moral education;

– legal education;

- formation of readiness and ability to resist the penetration of manifestations of nationalism, xenophobia, political and religious extremism into the service teams;

- patriotic education;

- aesthetic education.

Educational activity is possible only if there is interaction between educators and students, establishing mutual understanding between them, consistent with the goals of education. One of the important conditions for the correct educational relationship between the educator and the educated person is to take into account the characteristics of the object of educational influence. What is specific for the object of education is that it is also the subject (subject to active work on its improvement).

The pedagogical impact of educators on students involves a purposeful organization of activities, communication, systematic and systematic development of the intellectual, emotional and volitional spheres. There are three main functions of interaction between educators and students:

1. The developing function consists in the development of the personality of the educated person in the process of interaction with the educator.

2. Educational - in the implementation of the goals of education regarding the individual and the team in which the individual is included.

3. Organizational is reduced to the expedient construction of the activity and communication of the students, thanks to which these processes become means of the purposeful formation of teams and their members.

The process of education is carried out through direct (immediate) and indirect influence, on the basis of principles, certain methods, techniques and means, in appropriate forms.

A pedagogically competent organized system of education, with all its specificity in a hard working practical body, contributes to solving the problems facing the Department of Internal Affairs. Its creation is real, does not require any supernatural efforts and mainly depends on the responsibility, efficiency and pedagogical professionalism of its main subjects.

An important component of the success of the activities of the head of internal affairs bodies is knowledge of the principles of education and the ability to implement their requirements in practice. The principles of education are scientifically based pedagogical provisions that reflect its laws and express requirements for the content, methodology and organization of the education process. The principles reflect advanced socio-pedagogical ideas, norms, goals and values ​​of professional education. Principles as general fundamental provisions are equivalent, among them there are no main and secondary ones. Therefore, they require complexity in their use in educational process.

History shows that education is put among the priorities at the turning points in the life of the state, society and people.

And it is precisely in such periods that the implementation of education is fraught with considerable difficulties, and yet any reforms and decisions are doomed to failure if they are not supported by increased attention to education, closely linked to the realities of the ongoing changes. The universal human truths of upbringing, which have evolved over the centuries, do not become obsolete, but at each new methodological period of time they need a new understanding, they require new technological developments. At the same time, the problems become more complicated if in the previous period the work on education was weakened. It is this situation that takes place in the modern conditions of the activities of the internal affairs bodies.

It is no coincidence that the Minister of Internal Affairs of Russia refers educational work in one of the most important areas work with personnel and ensuring operational activities6. To shortcomings carrying out this work, he refers to:

Underestimation of the place and role of educational work in the system of ensuring operational activities;

Declarative and detached from life nature of the conduct;

Its insufficient efficiency, which does not stand the test of real practice,

Failure to have a proper impact on the results of operational activities,

Service discipline and legality;

Outdated approaches, organization,

Principles, forms and methods that do not take into account the realities of today;

Lack of a departmental system of information and propaganda impact on personnel;

Unconstructive opposition of material and moral principles in the motivation of employees;

The predominance of repressive practices in relation to stumbled employees, while negative manifestations could be prevented with a proactive systematic education of personnel;

Weak connection with civil society institutions;

A significant outflow of personnel and the erosion of the professional core of the internal affairs bodies (especially the criminal investigation department and the service of district inspectors);

Insufficient level of pedagogical culture of some managers involved in the education of subordinates, etc.

Weaknesses in the education of personnel are considered by the leadership of the Ministry of Internal Affairs as the causes of many shortcomings in operational and service activities: more frequent cases of inattentive response of employees to reports and statements of citizens about the commission of crimes, hiding them from accounting, unreasonable terminations or refusals to initiate criminal cases, falsification of reporting data on the disclosure of crimes, illegal actions, a decrease in the level of public confidence in state authorities, etc. The reduction in the number of educational apparatuses, the curtailment of training and retraining of specialist educators for internal affairs bodies were recognized as erroneous.

Before the Ministry of Internal Affairs the task of modernizing the system of educational work with the personnel of bodies and departments of internal affairs, for which significant changes are made to its nature, content and organization, aimed at:

Restoration of the attitude towards educational work as the most important direction of increasing the efficiency of operational activities and solving the tasks assigned to the internal affairs bodies;

Determination of the place of educational work in ensuring the operational and service activities of the entire system of internal affairs bodies, aimed at:

Formation in employees of a complex of civil, moral, spiritual and other professionally significant qualities of an internal affairs officer, due to the needs of this activity;

Training of employees capable of implementing the tasks of law enforcement in a democratic society, ready to observe the constitutional rights of man and citizen and in practice to carry out their effective protection;

Ensuring high anti-corruption resistance of employees and reliable immunity to professional personality deformations;

Development of a scientific basis for the development of a system of educational work in relation to modern conditions;

Creation of a legal and methodological base for the functioning of educational work both on the scale of the ministry and directly in the internal affairs bodies of the constituent entities of the Federation;

Bringing the organizational and staffing structure of educational apparatuses in line with the changed conditions;

Organization of training and retraining of specialists-educators for internal affairs bodies;

Organization of training for managers of all levels of the theory and practice of educating subordinates, increasing their pedagogical and managerial competence. “The main figure in the system of organizing educational work with personnel was and remains the head, and first of all the head of the Department of Internal Affairs. It is he who is personally responsible for the organization and state of educational work with subordinates.

Work is already underway in these areas, but more remains to be done. And here it is very important to realize the complexity of this task and the need for high pedagogical competence for its successful solution.

In the sphere of activity of law enforcement agencies, pedagogy has its own characteristics, content inherent in it in this branch of human activity and specific tasks in the field of education and features of the training process for police officers.

It is good if impeccable employees work in law enforcement agencies, well-mannered, loving their work, devoted to duty, responsible, diligent, cultured, etc., but a person changes over time under the influence of many factors. The life of law enforcement agencies convincingly confirms this. Therefore, the education and training of personnel must be viewed as an important positive factor.

Relevance lies in the fact that the success of educational work is often determined by the ability to create a creative atmosphere in the team of police officers: to ensure that each employee works willingly, improves his skills, and improves the culture of interpersonal relations. The solution of these problems is possible only with the competent organization of educational work and the desire of employees to work on their improvement, training and development.

Ensuring proper official and out-of-service relations between managers (bosses) and subordinates, between members of the team of employees;

Care for the health of employees, development of their physical strength, satisfaction of their reasonable material and spiritual needs, strengthening their way of life, family life;

Formation of the needs, desires and skills of employees in self-education, comprehensive development of their personality, in professional improvement, in strengthening the team;

Pedagogization of the environment, i.e. such an organization of the environment of its formation, so that it has an educative effect on employees.

The features of the process of education of police officers include:

- the use of special general forms of educational work,

- stimulation of self-education.

Creating an educational environment is carried out with the help of the correct building of the management of the body, maintaining order, proper provision, creating in the team a business atmosphere of responsibility for the state of law and order, a sense of cooperation and camaraderie, a healthy public opinion, a moral and psychological climate, the formation of healthy traditions and customs.

Ensuring the educative nature of law enforcement and its management is carried out by the individual work of each in its self-improvement, by example and help from colleagues at work, seniors, mentors, bosses, the use of pedagogical technologies by leaders in the management process, giving an educative character to all forms of group discussion of ways to improve performance (meetings, discussions in groups, analyzes, debriefing, the use of incentives that increase conscientiousness in work, rewards and punishments, etc.).

Ways ensuring the educative nature of professional training in law enforcement application of evidence, verbal persuasion, suggestion, emotional impact, demands, assessments, approval, condemnation, motivation, persuasion by example and personal experience, motivation for self-assessment and introspection, comparison, teamwork, competitive relations, organizing the provision of comradely assistance to lagging behind, motivation for mutual support and gain; manifestations by the leader of justice, goodwill, democracy, personal exemplification in dedication to the occupation; differentiated and individual approach, self-study tasks with their subsequent verification, individual assistance; imitation of situations of failure of the first attempt to solve a problem, support for those who are experiencing difficulties, advancement of trust, and many others;

Application of special general forms of educational work designed to enhance the effect of other areas of it, to supplement educational influences that are weak or applicable in them. This direction is implemented by holding meetings, discussions, lectures, meetings with the population, veterans, participants in military operations, organizing work with families, etc.

Stimulation of self-education. Self-education is an indispensable element of the adult education system. No one can make a person what he stubbornly refuses to be. Self-education is a meaningful purposeful work of an internal affairs officer to develop positive character traits, professional and business qualities and norms of behavior, due to the personal and professional interests of the employee and the needs of society.

The unity and interconnection of upbringing and personality development is the regularity of the upbringing process. Its result - the development of personality - depends on the quality of education. In turn, the content, forms and methods of education depend on the level of general development of the pupils.

The basis of the educational process, the source of the formation of socially valuable qualities of the individual is activity and communication. The more expediently the activities of the educated are organized, the more rationally their communication is built, the more efficiently the educational process proceeds - such is its regularity.

The study of people, facts and patterns of education, as specific relationships, allows us to consider the holistic process of education as a set of all educational relations determined by the goals of education and the corresponding activities of its participants.

The tasks of pedagogy are related to the pedagogization of the environment, i.e. such an organization of the environment of its formation, so that it has an educative effect on employees. These include: creation of a system of influences on the consciousness and behavior of employees; organization of official and out-of-service socially useful activities of employees; ensuring proper official and out-of-service relations between managers (bosses) and subordinates, between members of a team of employees, etc.

1. Civil and patriotic education of police officers

The need for civic and patriotic education is due to the fact that the younger generation does not always have a stable social position. The crisis phenomena taking place in our society directly affect the spiritual and legal education of the younger generation.

Improvement of activities for the development of civil-patriotic qualities of the individual should be guided by the interests of modern youth. Only then can this idea become a force that encourages children to accept and love the Fatherland.

Under the patriotic education of employees of the Ministry of Internal Affairs is meant part of the general educational process, which is a systematic activity to form among the personnel of patriotic consciousness, a sense of loyalty to their Fatherland, readiness to conscientiously and selflessly fulfill their duty to protect the interests of the state, the rights of citizens. These qualities are professionally necessary for a modern employee of the internal affairs bodies. Shortcomings in the education of personnel, which are the cause of numerous violations of official discipline, legality, malfeasance, are today recognized as one of the most significant problems hindering the increase in the efficiency of the work of the Russian Ministry of Internal Affairs. Significant efforts are being made by the heads of internal affairs bodies and educational apparatuses to radically improve the system of indoctrination of personnel.

Veteran organizations are becoming more and more active in this work. Thus, a seminar held by the activists of the public organization of veterans of the internal affairs bodies held at the Central Internal Affairs Directorate for Moscow on the topic “ Patriotic education Young Employees of the Internal Affairs Bodies” made it possible to coordinate the plans of veterans and heads of the internal affairs bodies of the capital, to intensify their interaction in educational work. A lecture group of 300 people has been created under the Council of Veterans. 1,200 veterans are involved in practical service activities, assisting in the prevention and detection of crimes, professional and moral education of young employees. Much historical and educational work is carried out by veterans on the basis of museums and history corners of the internal affairs bodies, club institutions of the bodies and departments of the Ministry of Internal Affairs. In most regions, they have become the basis for organizing patriotic events, where events are systematically held dedicated to memorable dates in Russian history, lectures, and meetings. The best practices of using the Museum of the Internal Affairs Directorate for the Orenburg region for patriotic education are approved for distribution in all veteran organizations of the Ministry of Internal Affairs system. The real centers of patriotic education can be called the cultural centers of the Ministry of Internal Affairs for the Republic of Tatarstan, the Central Internal Affairs Directorate for Moscow, St. Petersburg and the Leningrad Region, Samara, etc.

Such mass forms of patriotic education as rallies, contests, and festivals have proven themselves well. Thus, with the active participation of the regional council of veterans of the internal affairs bodies and internal troops in the Kaliningrad region, annual gatherings of young employees began to be traditionally held. Also, an annual review of the primary organizations of veterans of the internal affairs bodies, a charity event "Memory Day" and a number of other events are held here. With the participation of the council of veterans of the internal affairs bodies and internal troops of the Chuvash Republic, the Institute of Culture was created for employees of the internal affairs bodies. The amateur art show with the participation of veterans was successfully held at the Internal Affairs Directorate for the Kurgan region. Veterans and employees of the Ministry of Internal Affairs for the Republic of Dagestan take part in the Victory Salute festival, a number of cultural and sports events of a patriotic orientation.

As objects of work on patriotic education, councils of veterans consider not only the personnel of the Ministry of Internal Affairs of Russia, but also young students. Gatherings of patriotic associations on the basis of the police lyceum at the Central Internal Affairs Directorate for Perm region. Veteran organizations are actively working in Moscow police colleges, St. Petersburg and Novocherkassk Suvorov schools, and law school classes. Education is a complex, multifaceted, dialectically developing process. Educational work in the internal affairs bodies is a purposeful activity of leaders of all ranks, personnel and educational apparatuses, public institutions to form high civil, moral, psychological and professional qualities among employees, mobilize them for the successful implementation of operational tasks, strengthen the rule of law and official discipline . Understanding the role and place of all participants in the educational process, the interrelated elements of the system of educational work helps the leading cadres more accurately determine the functions and tasks of the subjects, assess their capabilities. Figuratively speaking, the head of the Department of Internal Affairs and his deputy for personnel must constantly remember that it is they who manage this system, "turn on all its elements" and can have a very tangible influence on the consciousness and behavior of the personnel, provided that the means of educational work are used correctly, its variety of forms and methods. One of the main criteria in the educational process is the pedagogical technology of educational work, which is understood as a complex of forms, methods, techniques and means of targeted educational influences and interactions of officials, taking into account the patterns and principles of education of police officers and guaranteeing the effective functioning of the education system as a whole.

The main constant requirements for the teacher are:

Deep specialized knowledge of the subject being taught;

Broad general erudition;

Pedagogical intuition;

Highly developed intellect;

High level of general culture and morality;
