World Retired Day. Send a piece of warmth to an elderly person on seniors day

International Day of Older Persons has been celebrated annually on October 1 since 1991.

History of the day

The UN General Assembly (UN GA) established this day to draw public attention to the problems of the elderly. The first World Assembly on Aging, where the International Plan of Action was adopted, which determined the approaches of the international community to the problem of aging, was held in 1982 in Vienna. Eight years later, the UN General Assembly decided to consider October 1 as the International Day of Older Persons, and in subsequent years adopted the UN Principles for Older Persons and the Declaration on Aging.

In addition, the Madrid International Plan of Action, adopted in 2002, proposed three priority areas for tackling aging: active participation of older people in society, ensuring health and well-being in old age, promoting an enabling environment for social development... The Madrid International Plan of Action calls for a global monitoring (review and assessment) of the implementation of its proposed actions every five years.

Problem statistics

According to the UN, in 2017, the number of people in the world aged 60 and over reached 962 million, accounting for 13% of the world's population. The number of elderly people is growing at a rate of 3% per year. Today the most a large number of people 60+ live in Europe (25%). Aging is accelerating in other regions of the world as well. According to UN forecasts, the global population of elderly people will reach approximately 1.4 billion by 2030, 2.1 billion by 2050 and 3.1 billion by 2100. The problems of population aging initially affected mainly developed countries, but today they are becoming more and more urgent in developing regions as well.

in the report The World Organization health care (WHO) about the problems of population aging, it is also said about the fight against stereotypes that have developed in society regarding people of the third age; the phenomenon of ageism, which has become widespread in recent decades, is considered, that is, the creation of stereotypes and discrimination against people or groups of people on the basis of age. Ageism can take many forms, including bias, discriminatory practices, or institutional strategies and practices that perpetuate stereotyped beliefs. This phenomenon, with serious implications for both older people and society as a whole, can be a major barrier to effective policymaking and can be a serious negative impact on the quality of medical and social assistance that older people receive, says the Report.

(International Day of Older Persons) is celebrated annually on October 1 by the decision of the UN General Assembly since 1991.

The purpose of this day is to draw public attention to the problems of elderly people.

According to the UN, there are currently almost 700 million people over the age of 60 in the world. By 2050, the number of people over the age of 60 will reach two billion, accounting for more than 20% of the world's population. The problems associated with population aging initially mainly affected the developed countries, but they are now becoming increasingly important in the developing countries as well. The developing world will see the largest and most rapid increases in the number of older persons. Moreover, the Asian region will have the largest number of elderly people, and the African region will have the most significant increase in the proportion of the elderly population.

In 1982, the first World Assembly on Aging was held in Vienna, where the International Plan of Action was adopted, which determined the approaches of the international community to the problem of aging. In the same year, the plan was approved by the United Nations General Assembly (UNGA). Continuing such initiatives, December 14, 1990, in its Resolution 45/106, shall be considered October 1 as the International Day of Older Persons. In 1991, the General Assembly adopted the UN Principles for Older Persons (resolution 46/91), and in 1992, the Declaration on Aging.

In 2002, the Second World Assembly on Aging, held in Madrid, adopted a Political Declaration and an International Plan of Action, which strengthened the political consensus on aging, with a focus on development and international cooperation and assistance in this area. Following the adoption of the Madrid International Plan of Action on Aging (MIPAA), it provided guidance for the development of strategies and programs at the national level, stimulated the development of national and regional plans, and provided an international framework for dialogue.

The goal of the International Plan of Action is to ensure that older people in all countries of the world have the opportunity to live in safe and dignified conditions and continue to participate in society as full citizens.

The Madrid Action Plan proposes three priority areas for action at the national level: active participation of older persons in society and development; health care and well-being in old age; contributing to the creation of favorable conditions for social development. Each priority area includes priority issues or problems; tasks and recommendations.

The Madrid International Plan of Action is not a set of universal prescriptions. It is a global strategy framework against which governments have pledged to check the direction and content of action on aging at the national level. The choice and implementation of these actions depends on the conditions and capabilities of different countries. The main level of action for the implementation of the MIPAA is the national one, with national governments having a fundamental responsibility to implement the wide range of recommendations contained in the Plan.

In their youth, not everyone thinks about what awaits them in a few decades, and often they do not pay attention to grandparents, even with age parents they rarely meet. In fact, older people have enough problems, and the world community is trying not to ignore them. In many countries, there are social and state programs that are aimed at supporting the elderly, and not so long ago they received their own international celebration, which is celebrated on October 1.

history of the holiday

The idea of honoring the older generation has existed for a long time, but it was recently decided to consolidate it with the help of a holiday. It was established at the initiative of the United Nations in 1990. The organization took such a step due to the fact that the number of elderly inhabitants of the planet was more than 10% of the total number of people. At first, only European states supported the initiative, and Russia joined the celebrants a little later, only in 1992. Later, the celebration found support in other states, even those that were not direct participants in the UN, which speaks of the true global meaning of the Day of Older Persons.

The prerequisites for the establishment of the holiday appeared back in 1982, when the World Assembly dedicated to the problems of aging was held, during which a plan of approach to the problems of aging people in the coming years... In turn, the main UN principles in relation to the elderly were adopted in 1991.

It should also be said about the global targets on aging until 2001 (1992) and the Declaration on Aging (1992). In this way, the international community has further deepened its understanding of the essential requirements for the well-being of older persons. And in 2002, another similar event took place, at which attention was paid to international cooperation in this area.
